Proposal No. 2009-07: Definition of field 883 (Source of description, etc. note) in the MARC 21 Bibliographic Format This proposal had been discussed at Midwinter as Discussion Paper 2009-DP02 so a long explanation of the proposal is unnecessary. Although this proposal passed, it was heavily amended. The most important amendment moved it from 8XX back to 5XX. It will be the 588 note, contain $a, 5, 6, 8 and be repeatable.

Proposal No. 2009-08: Changes to field 257 (Country of Producing Entity for use with non-archival materials in the MARC 21 Format This was also a discussion paper at Midwinter, Discussion Paper 2009-DP03, and it lifts the restriction to archival use from this field. This proposal also passed, with amendments. The definition of the field will be broadened so it can be used for the producing entity of any kind of material, not just film. One of the big problems was punctuation for this field. It was decided that punctuation will be optional so that communities that want to standardize may. Both the $a and the field itself will be repeatable for use when multiple producing countries are involved (one field with multiple $a’s) or multiple resources on one carrier (multiple fields).

Discussion Paper 2009-DP05: Making 008/39 (Cataloging source) obsolete in the MARC 21 Bibliographic Format This discussion paper would make obsolete the field that indicates whether the agency creating the cataloging of a title is a national cataloging agency, a cooperative cataloging agency or “other”. There was general agreement that this field is past its prime and is no longer useful since there are other fields where this information can be found, such as the 040 and 042. This will return as a proposal at Midwinter 2010.

Discussion Paper 2009-DP04: Adding codes for “online access” and “direct access” in 008 for Form of item in the MARC 21 Bibliographic Format This discussion paper looks at adding codes to the 008 that would differentiate between online computer resources and direct access computer resources, such as CD-ROMs. There was general support for this endeavor so it will come back as a proposal at Midwinter. It was decided that this code would only be used with the two record approach, not for items that have an 856 added to the record for the original. The major discussion point was whether or not the current “s” (electronic) code should be made obsolete, or whether it should be adjusted to meet the needs of the two new codes. There was general agreement that two new codes should be defined and the old code NOT reused.

Proposal No. 2009-09: Adding new codes to Music 008/18-19 (Form of composition) in the MARC 21 Bibliographic Format This proposal--to add four new codes to the list of forms of composition--passed. However, there was much discussion about this list and that MARBI is not generally adding new codes to it, instead encouraging cataloging communities to move towards using the list that IAML (International Association of Music Librarians) has developed which is much more complete. The four new codes are za for zarzuelas, fl for flamenco, vi for villancicos and tl for Teatro lyrica.

Proposal No. 2009-06/1: Accommodating Relationship Designators for RDA Appendix J and K in MARC 21 Bibliographic and Authority Formats This proposal passed as amended. Because in RDA notes are not required to justify or explain added entries, there is a need to explain such relationships within the fields themselves. This proposal defines the $i as the subfield in which to make these relationships clear in the 7XX’s in the bibliographic format and the X00, X10, X11 and X30 in the authority formats. The amendments to this proposal include adding the $4 to the 4XX and 5XX in the authority format, changing the name of $i from the proposed “reference instruction” to “relationship designation”.

Proposal 2009-06/3: Transcribing Series and Subseries ISSNs: This passed as written. It makes the ISSN repeatable so that it can be indicated when subseries have a different ISSN than the parent series title.

Proposal 2009-06/3: New coded values for RDA media carriers in the MARC 21 Bibliographic Format. This proposal passed. It adds code “j” to the microform 007 for microfilm rolls and code “o” to motion picture 007 of film rolls. These rolls are not on a reel like normal microfilm reels or film reels.

Discussion Paper 2009-DP06/1: URIs for controlled values in MARC 21 records This discussion paper looked at the possibility of adding a subfield $1 to all fields to enable links to add to or replace controlled data in each field. This is a very experimental notion, and it was decided that the proposal that is discussed in the future might ask for a “draft” implementation of this technique so that it could be tried by some communities to see how it works.

Discussion Paper 2009-DP06/2: Enhancing Field 033 and Field 518 for Place and Date of Capture in the MARC 21 Bibliographic Format This discussion paper looked at expanding and/or redefining the 033 to encode all the data from the 518. It also adds subfields to the 518 to eliminate the various kinds of information that currently resides there without any further delineation. This will come back as a proposal at Midwinter.

Discussion Paper 2009-DP06/3: New data elements in the MARC 21 Authority and Bibliographic Format for Works and Expression This will return as a proposal at Midwinter. It looks at defining new fields to put data elements that are defined in RDA but are not currently identified in MARC. These new elements include the “form of the work”, “date of the work or expression”, “medium of performance”, “number (as in opus number)”, and “key”. Most of these new fields are related to music, but the first one is more general. There was one part of this discussion paper that it was deemed necessary to pass as a proposal immediately. It had to do with a proposal that was passed previously but not implemented and needed to be amended. So fields in Proposal 2009-01/1 that defined 62X fields in the Authority format will be moved to the 32X range so that like data could be kept together. This passed

Some highlights include:

1. It was decided to use the phrase "authorized access point" instead of "preferred access point," but "preferred title" will continue to be used.

2. RDA will leave the question of whether non-humans can be treated the same way humans are to be an implementation decision. It is neither forbidden nor supported in RDA. However, the scope of Person (in Chapter 8) has been expanded to include fictitious persons. Thus, purported creators of works by fictitious persons such as Miss Piggy will be treated as the creators of those works.

3. JSC was unable to resolve issues relating to sources of information, including sources on labels. This issue will probably be a high priority for revision after the initial release.

4. Use of square brackets for information taken from outside the source will be an option and presumably left as an implementation decision.

5. It appears that all moving images that are distributed or broadcast rather than published will now have to record "name of publisher not identified" in addition to separately recording the distributor.

6. The JSC did not agree to add "audio file," "streaming audio file," or "flash drive" to the list of carrier types; these categories will have to be negotiated with the RDA/ONIX group. They did agree to add "object" to the list of unmediated carrier types. "Videodisc" was erroneously omitted and will be reinstated. Categories will be added for "film roll" and "microfilm roll."

7. In Chapter 6, Identifying works and expressions, original language of work will be deleted because it was removed from FRAD.

8. An exception will be added at 6.27.2 to allow access points for episode of moving image works to be formulated using the preferred title of the work, followed by the preferred title of the part.

9. In Chapter 7, the revised definitions of "full screen" and "wide screen" provided by ALA were accepted.

10. In Appendix I, the name of the "producer" designator in 2.21 will be changed to "producer of an unpublished resource." This will allow "producer" to be used for producers of film, radio, and television works. Two new terms will be added to I.2.2, "director," and "producer," and the current terms for "film producer," etc. will become narrower terms under these designators.

11. There were a lot of changes for music. Refer to the above link for more information.
